North Fen(沼地)/fen/'s owner proposed to reclaim(开拓)/rɪ'kleɪm/ a tidal(潮汐的)/'taɪd(ə)l/ fen for sixty homes. An earthen(土制的)/'ɜːθ(ə)n/ dike(堤防)/daɪk/ and a drainage trough(水槽)/trɒf/ would isolate the bog(沼泽)/bɒg/, while a bulldozer(推土机)/'bʊldəʊzə/ removed topsoil(表层土)/'tɒpsɒɪl/. The landowner(地主)/'lændəʊnə/ presented an abandoned homestead(宅地)/'həʊmsted/ as a highland(高地)/'haɪlənd/ gateway to the hinterland(内地)/'hɪntəlænd/. Yet the only evidence for stable ground was a contractor's map. In light of(鉴于)/ɪn laɪt əv/ that gap, the council asked topographer(地形学者)/tə'pɒɡrəfə/ Hana Ives to carry out(实施)/ˈkæri aʊt/ an independent survey by noon(在中午之前)/baɪ nuːn/.

Because the survey derived geographic(地理的)/,dʒɪə'græfɪk/ shape from one dry-season image, it drew the creek(小溪)/kriːk/ and its backwater(回水)/'bækwɔːtə/ as a fixed horizontal(水平的)/hɒrɪ'zɒnt(ə)l/ boundary. Housing elevation(高地)/,elɪ'veɪʃ(ə)n/ came from a sandy(沙地的)/'sændɪ/ shoal(浅滩)/ʃəʊl/. The image omitted an upstream(逆流地)/'ʌpstriːm/ channel, a narrow ravine(沟壑)/rə'viːn/, and the miniature delta((河流的)三角洲)/'deltə/ where floodwater crossed the site. A moat(护城河)/məʊt/ around an old fort had also been labelled as natural drainage. Hana had to account for(解释)/əˈkaʊnt fɔː/ a moving crest([物] 波峰)/krest/ instead of(而不是)/ɪnˈsted əv/ accepting a still outline.

Core samples contradicted the map. Beneath a thin sandy surface lay peat(泥煤)/piːt/, then muck(淤泥)/mʌk/ and muddy(泥泞的)/'mʌdɪ/ mire(泥潭)/maɪə/. One borehole released watery(水的)/'wɔːt(ə)rɪ/ slurry(泥浆)/'slʌrɪ/; another allowed gas to seep(漏)/siːp/ from an abandoned mining void. The laboratory identified methane([有化] 甲烷)/'miːθeɪn; 'meθeɪn/ consistent with firedamp(沼气)/'faɪədæmp/, while a neighbouring shaft met quicksand([水利] 流沙)/'kwɪksænd/. Only one core contained a chip of spar([矿物] 晶石)/spɑː/. The project model treated that fragment as continuous rock, although wet material continued to ooze(渗出)/uːz/ between tests.

A seasonal transect supplied evidence the model could not see. Heath(石南)/hiːθ/ and lichen(地衣)/'laɪk(ə)n; 'lɪtʃ(ə)n/ gave way to moss(苔藓)/mɒs/ and fern([植] 蕨)/fɜːn/ beneath a poplar(白杨)/'pɔplə/; a lone fir(冷杉)/fɜː/ sheltered dense undergrowth(发育不全)/'ʌndəgrəʊθ/. A spore(孢子)/spɔː/ sample and a terrestrial(地球的)/tə'restrɪəl/ toad(蟾蜍)/təʊd/ marked zones that stayed wet after rain. Winter rime([水文] 雾凇)/raɪm/, each dewdrop(露珠)/'djuːdrɒp/, and dank(潮湿的)/dæŋk/ soil did not alone prove flood storage. Together with a steady dripping(滴)/'drɪpɪŋ/ below the root mat, however, they showed how the fen could humidify(使潮湿)/hjʊ'mɪdɪfaɪ/ the air and drench(使湿透)/dren(t)ʃ/ its vegetation long after clouds cleared.

Hana's team then ran a controlled release in accordance with(按照)/ɪn əˈkɔːdəns wɪð/ the permit. Water entered the creek as a torrent(奔流)/'tɒr(ə)nt/, made the backwater choppy(波涛汹涌的)/'tʃɒpɪ/, and formed a swirl(漩涡)/swɜːl/ and an eddy(涡流)/'edɪ/ beside the dike. Falling drops continued to dimple(使起涟漪)/'dɪmp(ə)l/ the pool after the main crest passed. Within an hour, visible movement began to subside(平息)/səb'saɪd/, but pressure was rising inside the peat. Hana warned the engineers, “At this stage(现阶段)/æt ðɪs steɪdʒ/, a dry surface cannot tell us where the water went. If this dike closes the channel, water could travel beneath the houses instead of around them.”

The council acted on that basis(据此)/ɒn ðæt ˈbeɪsɪs/ and suspended the housing application in question(所涉及的)/ɪn ˈkwestʃən/. It required a new plan to keep the fen as flood storage and move construction to firm ground. Source maps and core data were made public, so reviewers reproduced the conclusion. The site could no longer(不再)/nəʊ ˈlɒŋɡə/ be sold as uniformly dry. The decision addressed housing demand without transferring a concealed water risk to future residents.
